German Emission Allowances Trading Authority launches online offer – support in electronic application to be online soon

The German Emission Allowances Trading Authority at the Federal Environment Agency (UBA) launches its own Internet portal today, 11 June 2004. The online offer mainly targets all the companies taking part in emissions trading with their roughly 2,400 installations. It also offers practical support about trading to professionals, traders, and Laender authorities at the following address: http://www.umweltbundesamt.de/emissionshandel (starting 4:30 p.m.). The German Emission Allowances Trading Authority has been mandated to guarantee emissions trading in Germany.
Today’s approval by the Bundestag on the results of mediation on the Greenhouse Gas Emission Trading Law (TEHG) brings the parliamentary process concerning this law to a successful close. “This also grants the German Emission Allowances Trading Authority at the Federal Environment Agency the legal basis for its activities”, explained Prof. Dr. Andreas Troge, President of the Federal Environment Agency.
Its most important task in the next few months will be to allocate emissions allowances for some 2,400 installations. This will first require an application procedure for emissions allowances in which experts appointed by the German Emission Allowances Trading Authority (DEHSt) are involved. The DEHSt will then review the emissions volumes applied for and plans to make allocations by 30 September 2004. With the emissions allowances that are received, companies can participate in the EU-wide emissions trading market due to be launched on 1 January 2005.
“Our task is to provide the by and large electronic processing of emissions trading”, said Dr. Hans-Jürgen Nantke, Director of the German Emission Allowances Trading Authority at the UBA. “We will gradually introduce online all the applications and functions necessary to conduct applications and accounting electronically.” The Internet structure is such that central partners can access desired information quickly. The domains relevant to participating companies, professionals, verifiers, traders of emissions allowances, and Laender authorities are easily accessed from a centralized navigation point. Information on current legal procedures rounds off what the site has to offer.
The German Emission Allowances Trading Authority will already begin to issue important information on how to trade emissions before the Allocation Law (ZuG 2007; formerly known as the National Allocation Plan Law, or NAPG) enters into force.
In conjunction with its new online presence, the German Emission Allowances Trading Authority can now be reached on its service number or via email.
