Cap increment amount for 2025 published

On 27/12/2024, the cap increment amount for 2025 determined by us, the German Emissions Trading Authority (DEHSt) at the German Environment Agency (UBA), was published in the Federal Gazette. The cap increment amount for 2025 is 350,000 t CO2. It corresponds to the fuel emissions for which allowances are surrendered both in EU Emissions Trading System 1 (EU ETS 1) and in the national Emissions Trading System (nEHS). Because these double-balanced emissions are allocated to the EU ETS 1 and not to the nEHS, the nEHS cap is increased by this amount.

As the sale of nEHS certificates in the introductory phase (up to and including 2026) follows the effective demand of participants in the nEHS, the defined quantity target may initially be exceeded. In this case, Germany is obliged under the Effort Sharing Regulation to fully cover the deficit.
