The software for preparing emissions trading applications is now available. The web site www.umweltbundesamt.de/emissionshandel also provides recommendations on how to prepare applications. 28 August 2004 is the prospective date marking the start of the three-week period in which electronic applications may be submitted to the German Emission Allowance Trading Authority (Deutsche Emissionshandelsstelle or DEHSt) at the Federal Environment Agency.
The new data collection software facilitates data collection according to current legal principles. An earlier version was already in use in 2003 in the course of voluntary data collection.
The German Emission Allowance Trading Authority has published a guide on the allocation regulations valid from 2005-2007 (Leitfaden Zuteilungsregeln 2005-2007) which provides an exhaustive explanation of the new legislation. The guide will assist companies in their decision to implement specific allocation regulations and to apply the legislation contained in the Allocation Act 2007 and the Allocation Ordinance 2007. An operators’ handbook on data collection software is available, with a guide on the use of the data collection software when facilities actually submit their applications.
Electronic applications may be submitted to the German Emission Allowance Trading Authority as of 28 August 2004.
