Emissions Trading in Aviation: FMS software for the 2024 Emissions Report is now available (01)

Our Forms Management System (FMS) is now available for aircraft operators to create their 2024 emissions report for the European Emissions Trading System (EU ETS) and for CORSIA. You can access the application on our website under the heading ‘Online Services’ and then ‘EU ETS 1 Data Collection‘ and ‘Forms Management System (FMS)‘.

Forms Management System (FMS) for Aviation

The deadline for submitting the 2024 emissions report is 31/03/2025 in accordance with Section 5(1) TEHG. Please submit the verified report to the German Emissions Trading Authority (DEHSt) at the German Environment Agency in good time via the Virtual Post Office (VPS).

Please note that due to delays at the European level not all requirements are reflected in the FMS for the 2024 reports. Aircraft operators wishing to report alternative and/or eligible aviation fuels must therefore use an external document from DEHSt in addition to the FMS emissions report. Information provided as part of the ’Publication of Aviation Activities in accordance with Article 14(6) of the Emissions Trading Directive‘ must be submitted to DEHSt in a separate document as well. Both documents can be downloaded from our website under the heading ‘Topics’, followed by selecting ‘Reporting’ under the pull-down menu for ‘Aviation (EU ETS 1 and CORSIA)’. You will find the documents at the end of the website under ‘Manuals and Assistance‘. Please note that the information in the external document about alternative and/or eligible aviation fuels must be verified and is therefore part of your verified emissions report. Please use the upload function in the FMS to add both completed separate documents to your emissions report before verification. Guidelines for aircraft operators

Every year, DEHSt publishes guidelines for preparing monitoring plans and emissions reports for the aviation sector. Please note that the version of the guidelines published on our website from 05/01/2024 does not yet reflect the reporting requirements for 2024 due to legal requirements that have since been amended according to the Monitoring Regulation (EU) 2024/2493. An updated version of the guideline is currently being prepared. We will inform by newsletter once the updated version is published.

Submission of monitoring plans

The FMS for creating a monitoring plan from 01/01/2025 is under development. We will inform on the availability of the FMS application in a newsletter. The update and submission of your monitoring plan is not expected before the submission deadline of your emissions report by 31/03/2025 but near-term to the availability of the FMS. The approved monitoring plans will apply retrospectively from 01/01/2025.

CORSIA for aircraft operators subject to reporting obligation in Germany

Similar to previous years, DEHSt will again provide an MS Excel tool for aircraft operators which make use of simplified reporting by using data of the Eurocontrol Support Facility for aircraft operators (ETS-SF) to create an XML import file for the FMS. The background is that data from the ETS-SF may not necessarily always be complete, especially for flights between third countries outside the EEA. The tool allows aircraft operators, eligible to use the simplified reporting, to add international flights whose CO2 emissions have to be estimated in advance using the Eurocontrol Small Emitters Tool. Aircraft operators can obtain the tool by contacting the DEHSt Customer Service. Please observe compliance with the general verification obligation (EU ETS, Activity Group No. 12 Aviation) for all CORSIA reports.
