Emissions Trading in Aviation: FMS software for monitoring plans from 2025 is now available (4)
Dear Reader,
Our Forms Management System (FMS) is now available for aircraft operators to create their monitoring plans from 2025 for the European Emissions Trading System 1 (EU ETS 1). You can access the application on our website under the heading ‘Online Services’ and then ‘EU ETS 1 Data Collection‘ and ‘Forms Management System (FMS)‘. The existing monitoring plans can be imported in FMS, modified and used as basis for the monitoring plans from 2025.
As already pointed out in the newsletter from 28/11/2024, all aircraft operators need a new monitoring plan from 2025 that includes information on non-CO2-effects as well as on alternative and eligible fuels .
Guidelines for Aircraft Operators
More detailed assistance can be found in the updated „Guidelines for Aircraft Operators on the Preparation of Monitoring Plans from 2025 and Emissions Reports from the reporting year 2024“ which will be published on our website in the next days (section „Publications“).
Furthermore, information events on the creation of monitoring plans for non-CO2-effects will take place on 7, 8 and 9/04/2025, as already announced
Please note that due to delays at the European level not all requirements are reflected in the FMS for the new monitoring plans from 2025. Aircraft operators wishing to report alternative and/or eligible aviation fuels must therefore use an external document from DEHSt in addition to the FMS monitoring plan. Also, aircraft operators reporting their CORSIA emissions to DEHSt who wish to have emissions reductions from CORSIA Eligible Fuels (CEFs) must use this document. The document can be downloaded from our website (Topics/ Aviation: EU ETS 1 and CORSIA/ Monitoring/Monitoring Plan/To the topic). Please use the upload function in the FMS to add the completed document to your monitoring plan. If you have any questions, please contact DEHSt's Customer Service.
Submission of Monitoring Plans
Monitoring plans from 2025 shall be submitted promptly, not later than 6 weeks after the FMS software for monitoring plans from 2025 is available (meaning not later than 14 May 2025). Please submit the monitoring plan to DEHSt via the Virtual Post Office (VPS) in due time.
