Emissions trading in aviation: ReFuelEU Aviation regulation – Information and Call for Assistance from BMDV

Dear Readers,

As of 01/01/2025, EU-Regulation 2023/2405 of 18/10/2023 on ensuring a level playing field for sustainable air transport (ReFuelEU Aviation) will be in force. The responsible competent authority in Germany - Federal Ministry for Digital and Transport, Department of Aviation - Division LF 16 – asked us to forward the following information and call for assistance.

Initiative "ReFuelEU Aviation“

The ReFuelEU Aviation Regulation (RFEUA) promotes the increased use of sustainable aviation fuels (SAF) as the single most powerful tool to decrease aviation CO2 emissions.

The successful implementation of ReFuelEU Aviation requires the collaboration of all parties in the supply chain, in particular aviation fuel suppliers, EU airports and – in your case – aircraft operators (AOs). More than 95% of air transport departing from EU airports will be covered by this new Regulation.

As of 01/01/2025, several Articles will apply with obligations for aircraft operators, in particular:

  • Article 5 - Refuelling obligation for aircraft operators
  • Article 8 - Reporting obligations for aircraft operators

For enforcing the application of this Regulation, aircraft operators have been assigned to the EU Member States. You may be within the scope of the regulation and Germany might be your responsible EU Member State under the ReFuelEU Aviation regulation!

For further information the European Commission launched a dedicated website for ReFuelEU Aviation which is accessible.

The website contains the list of aircraft operators, the list of union airports and the list of competent authorities enforcing the application of ReFuelEU Aviation.

List of aircraft operators

EASA has developed a Sustainability Portal for AOs covered by ReFuelEU Aviation regulation, to fulfil their reporting obligations defined under Article 8 of this regulation.

Since June 2024, competent authorities are able to invite AOs. The goal of this phase is to ensure that the needed user accounts are created ahead of time before reporting obligations start to allow aircraft operators to familiarise with the tool.

Your action: please provide, if you are within the scope of the regulation and Germany is your responsible EU Member State, the relevant contact persons/users to Ref-LF16@bmdv.bund.de

What to consider in your email

The portal contains 2 main user roles

  • AO Admin (2 slots): Can report data, can invite AO Admin and AO Members
  • AO Member (1 slot): Can enter data.

The Goal of user creation is to setup aircraft operators user accounts as soon as possible.

  • Minimum 1 admin user per operator
  • Recommended 2 admin users per operator (To ensure data reporting can happen during leave/sick leave).

IMPORTANT: To start the user invitation flow, kindly address the Federal Ministry for Digital and Transport - Department of Aviation - Division LF 16 (Ref-LF16@bmdv.bund.de).

With your email, please also provide

  • First name
  • Last name
  • Organisation (+ job title) and
  • Email address

for all (up to 3) relevant contact persons/users.

Note: private email addresses or shared inboxes are not allowed.

After providing the contact details you will receive an email to register for the new ReFuelEU Aviation Sustainability Portal. It is an EASA-branded email sent from no-reply[at]easa.europa.eu with subject ‘Important: Action required for your EASA Sustainability Portal (ReFuelEU Aviation) account’.

After your account has been setup you can login via https://sustainabilityportal.easa.europa.eu so you may save this link among your favourites!

Work is ongoing by the EASA ReFuelEU Aviation Sustainability Portal team to also facilitate an exemption request function for the refuelling obligation under Article 5.
