Emissions trading in aviation: Forms Management System (FMS) for emissions reports is available (01)

Dear Readers,

Our Forms Management System (FMS), which aircraft operators use to prepare the 2022 emissions report in the European Emissions Trading System (EU ETS), is available. To register, please navigate to ‘Forms Management System’ under Online Services.

The legal deadline for submitting the verified 2022 emissions report is 31/03/2023. Please submit the verified report in due time via the Virtual Post Office (VPS) to the German Emissions Trading Authority (DEHSt) at the German Environment Agency.

The Guidelines for Aircraft Operators had to be updated because of new legal requirements on the eligibility of biomass and biofuels. The new Guidelines for Aircraft Operators, updated January 2023, replaces the previously published guideline of April 2022. The updates of the guideline mainly concern monitoring and reporting requirements for biofuels and fuel mixtures with biogenic content, which are described in Chapter 6.

Flights from Switzerland to the UK have also been subject to the Swiss Emissions Trading System (CH ETS) since 01/01/2023, and the resulting emissions must be reported to us by 31/03/2024 in the 2023 emissions report. Please make sure to perform the appropriate adjustments in your monitoring procedures if you operate such flights.

The following information is only relevant to German aircraft operators reporting their CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) emissions to Germany in accordance with the CORSIA Delegated Regulation (2019/1603):

The reporting of flights between third countries is mandatory with the 2022 emissions report. A relevant national supplement to the European regulations is expected to enter into force in the course of reporting (amendment of the 2030 Emissions Trading Ordinance). The obligation to report flights between third countries also applies to aircraft operators using the Eurocontrol ETS Support Facility (ETS SF) to report their CORSIA emissions. Please add your flights between third countries manually, even if those flights are not included in the Eurocontrol Support Facility data for aircraft operators.

Please use the applicable ‘EUROCONTROL Small Emitters Tool’ for the relevant reporting year to estimate CO2 emissions from reportable flights between third countries that are not included in ETS SF data for aircraft operators provided by Eurocontrol. We do not expect an offsetting obligation for the CORSIA reporting year 2022. Therefore, we waive the requirement of a third party verification for the manually entered flights and associated CO2 emissions. Our administrative procedures to review and check submitted emissions reports remain unaffected. On request, we will provide an FMS tool for simplified XML import of ETS SF data (via the DEHSt customer service) to support aircraft operators with CORSIA obligations. The tool also allows to manually add other flights e.g. between third countries.
