German Emissions Trading Authority (DEHSt): reports, research and international activities (03)

Dear Sir or Madam,

The first half of 2022 was a tumultuous time for European climate policy: against the backdrop of skyrocketing fuel prices, especially for natural gas, and the threat of Russia’s invasion into Ukraine, the European Parliament and the EU Member States discussed the Fit-for-55 package- a comprehensive set of legislative acts necessary to achieve the EU‘s target to reduce net emissions by 2030 by minimum 55 percent below the 1990 level. The reform of the EU ETS is a core element of this policy package, but all elements of the puzzle are needed to achieve our climate targets. Moreover, the EU Commission has proposed the RepowerEU-Programme that is intended to accelerate decarbonisation and help the EU wean itself off Russian fuels. Positions of Parliament and Member States still differ considerably, so it is yet unclear if we will have new legislation in place before the end of the year.

I wish you a pleasant reading!

Yours faithfully,
Dr Jürgen Landgrebe
Head of the German Emissions Trading Authority at the German Environment Agency
