The DEHSt platform is accessible to participants in various enforcement programmes. It is a web-based platform for communicating with the DEHSt, where users can create reports, notifications and applications. They are supported by instructions, catalogues and input validations to help them fill out forms that are as error-free and as complete as possible.

The DEHSt platform facilitates the secure transmission of documents and, through Integration with a signature application component, provides legally compliant communication with the DEHSt to meet legally required written form requirements. To transmit complex data messages created using the DEHSt platform or the FMS, you require a qualified electronic signature card, a reader and the installation of the signature application component Governikus DATA Boreum WebEdition locally. If you only need to transmit PDF files, you can use qualified electronic signatures from a remote signature provider. Further information and providers can be found on our electronic signatures topic page.
In your organisation, several staff members can access the data, forms and requests via a secure Internet connection.
On this page you will find all relevant information about using the platform. We provide enforcement-specific information about the use in PDF files on the topic pages.
To make the registration process as straightforward as possible, some participants can use a data transfer from a registry application. Only a small amount of data then needs to be added for registration on the platform and no further organisation identification checks are necessary.
For participants in the nEHS:
If you haven’t yet set up an account on the DEHSt platform, a registration link is available to you as the account holder and authorised representatives. This can be found under ‘Click on account holder’ within your compliance account in the nEHS Registry. If necessary, please forward this registration link to the person in your company who is responsible for drafting the emissions report (right-click and save link address). If you use the link, the company or organisation name along with the associated address data will be transferred to the DEHSt platform. You must add any other pertinent data that is not available in the nEHS registry. Subsequently, your account will be activated automatically.
If you are a tax warehouse keeper who is merely a service provider and not an obligated party as per BEHG, you do not require emission allowances for surrender. In this case, you do not need an account in the nEHS Registry, then all you need to do is contact DEHSt customer service directly for the registration link to the DEHSt platform. You will be authorised by DEHSt after your data has been checked and you will receive a file number.
For parties involved in EU ETS 1 maritime transport:
As an applicant for an account in the Union Registry, DEHSt will provide you with a file number and a link for registration on the DEHSt platform together with the application documents. If necessary, you must forward the registration link to the person in the company who is responsible for submitting the necessary documents. If you use the link, the company or organisation name along with the associated address data will be transferred to the DEHSt platform. You must add any other pertinent data that is not available in the Union Registry. Subsequently, your account will be automatically activated. Once you have successfully registered, you will have access to the DEHSt mailbox and can submit your documents to DEHSt.
If you do not have an account in the nEHS Registry or do not need to apply for an account in the Union Registry, but still need access to the DEHSt platform, please contact DEHSt Customer Service.
