If you are unable to use the monitoring methods required by the EU Monitoring Regulation (MRR) when monitoring your stationary installations, you must submit improvement reports to us at regular intervals.
Installation operators that fall short of the tier requirements of the Monitoring Regulation's (MRR) must prove to DEHSt that compliance is disproportionate. In addition, they must report at regular intervals on opportunities for improvement in accordance with Article 69 MRR. Following the amendment of the Monitoring Ordinance of 12/10/2023 for the years of the 4th trading period from 2024 onwards, affected
submit an improvement report to the DEHSt.
An improvement report is also required if your verifier has recommended improvements when verifying the emissions report, unless your installation produces emissions below 25,000 tonnes CO2eq per year.
This does not apply to installations for which we have approved an extension of the above deadline together with the monitoring plan.
Information on the improvement report can also be found in Chapter 5 in the ‘Guidelines on the preparation of monitoring plans and emission reports for stationary installations in the fourth trading period (2021 to 2030)’.
Documents are available in German only.
