The monitoring and determination of greenhouse gas emissions and the annual emissions reporting are important components of the Emissions Trading System. The greenhouse gas emissions of an installation subject to emissions trading determined for the past calendar year form the basis of the ‘settlement’, i.e. the surrender of emission allowances for the year in question.

According to the Greenhouse Gas Emissions Trading Act (TEHG), operators of installations subject to emissions trading must determine and report their greenhouse gas emissions from 01/01/2021 in accordance with the EU Commission's Monitoring Regulation 2018/2066, Annex 2 of the TEHG and the Emissions Trading Ordinance (EHV).
The method for monitoring greenhouse gas emissions must be described in a plant-specific monitoring plan and approved by DEHSt. The monitoring plan specifies how the requirements of the Monitoring Ordinance are implemented for the respective installation.
