The EU Free Allocation Rules (FAR) laid down in detail the requirements for collecting the data required for allocation and the methods for monitoring in the fourth trading period. According to Article 4(2) of FAR, operators are obliged to include a monitoring methodology plan with their application for the free allocation. The ‘methodology plan’ is the part of the monitoring methodology plan that sets out the methods for determining the data required for the Annual Allocation Data Report in the future.
Significant changes in monitoring methodology plan for 2022 can still be reported with the 2021 allocation data report until 30/04/2022.
The methodology plan shall be kept up to date throughout the trading period, analogous to the monitoring plan for emissions reporting. Pursuant to Article 9 of FAR, operators must regularly check whether the methodology plan still reflects the current situation in the installation or whether the plan needs to be improved. Any changes must be notified to the DEHSt using the FMS applications ‘Allocation Application’ or ‘Allocation Data Report’.

Information and guidance should be consulted whenever there are changes in the installation or in the methods used to collect relevant allocation data, and during the regular review of the methodology plan.
