Surrendering of allowances

Under the Greenhouse Gas Emissions Trading Act (TEHG), installation operators must surrender allowances for emissions from the previous year from their installation account in the Union Registry by 30 September of each year at the latest by means of a transaction initiated by their authorised representatives.

Authorisations include (General allowances), (aircraft authorisations also referred to as EUAA) and the corresponding authorisations of the linked system of Switzerland, CHU and CHUA.

We recommend that authorised representatives familiarise themselves with the functioning of the Union Registry in good time and ensure that they can actually log in to the Union Registry. Internal company precautions should also be taken in the event that authorised representatives leave the company so that the account authorisations can be transferred to new employees in good time.

On 1 October of each year, we check the status of compliance with the obligation to surrender allowances based on the emissions reporting. If not enough allowances have been surrendered, a penalty payment of 100 euros (plus the increase in the European Consumer Price Index for the respective reporting year compared to the reference year 2012) will be imposed for each missing allowance. The missing authorisations must still be submitted.
