Installation operators must submit an improvement report to DEHSt
- for high-emission and low-emission material flows as well as large and small emission sources in Category B and C installations (installations with more than 50,000 tonnes of CO2 eq/a) if their monitoring has not yet complied with the highest levels under the MVO
- for high-emission and low-emission material flows as well as large and small emission sources in Category A installations (installations with no more than 50. 000 t CO2-eq/a) if their monitoring has so far fallen short of the reductions already permitted by the MVO
- for a fall-back monitoring method in accordance with Article 22 MVO
The improvement report must be updated and resubmitted at an interval specified by the MVO in order to demonstrate the disproportionality of compliance with the levels under the current circumstances.
- Category A installations every five years (for the first time by 30/06/2028),
- Category B installations every three years (for the first time on 30/06/2026) and
- Category C installations every two years (for the first time by 30/06/2025).
There is a basic obligation to submit an improvement report by 30/06 if your inspection body has recommended improvements during the emissions report inspection. Unless your installation produces emissions of less than 25,000 tonnes of CO2-eq per year.
If the potential for improvement in the above cases has already been realised and correspondingly amended monitoring plans have been submitted to DEHSt, you do not have to submit an improvement report. The same applies if it has already been agreed with DEHSt in individual cases how to deal with the need for improvement in monitoring.
