Allocation data report

All installation operators who receive a free allocation of emission allowances must submit an annual allocation data report to us by 31 March of the following year. The report contains not only the activity rates and other data for a possible adjustment of the allocation in accordance with Articles 5 and 6 of the Commission Implementing Regulation for adjusting free allocation, but also comprehensive data based on the scope and structure of the allocation application for existing installations. We also expect an amendment to the Regulation for the second allocation period.

Allocation data reports for the second allocation period of the fourth trading period differ in terms of structure and content from the allocation data reports for the first allocation period and must be created in different FMS applications. For the years 2024 and 2025, you must submit allocation data reports according to the structure of both the first and the second allocation period.

For the allocation data reports of the first allocation period, continue to use the available FMS application.

For the allocation data reports of the second allocation period, including the reports for the years 2024 and 2025 in the structure of the second allocation period, we will provide an FMS application at a later date. These reports for the years 2024 and 2025 do not have to be submitted by 31 March of the following year. We will inform you when the requirements for preparing these reports have been met.
